Snohomish County is in EPA Radon Zone 3, meaning low potential with predicted averages under 2 pCi/L, but EPA says homes with elevated radon turn up in all three zones and every home should be tested. CDC advises testing before converting an unfinished basement into living space and again after. EPA's action level is 4 pCi/L.

It depends on how deep it sits. Under the plumbing code Washington adopts, fixtures below the crown of the main sewer must drain to a watertight sump and be pumped up by an approved ejector. Fixtures that drain by gravity but sit lower than the next upstream sewer manhole cover need a backwater valve to keep sewage from backing in.

Sometimes, with conditions. Washington's energy code says a furnace or other space-heating appliance that gets combustion air through open ducts must sit outside the insulated envelope or in a sealed room insulated to basement-wall levels, with a fully gasketed door. Direct-vent units with intake and exhaust piped straight outside are exempt from that rule.

The City of Lake Stevens lists a winter design temperature of 23 degrees F under the 2021 code. Washington's energy code requires new heating equipment to be sized with ACCA Manual S, based on Manual J load calculations or another approved method, and no larger than the smallest available size that covers the calculated load.

No. Washington applies its radon-control appendix to buildings constructed in seven high-potential counties, Clark, Ferry, Okanogan, Pend Oreille, Skamania, Spokane and Stevens, and to homes built with unvented crawl spaces. Snohomish County isn't on that list. If a test reads above 4 pCi/L, the state Health Department encourages contacting a certified radon mitigation company.
