For paint and stain, the drier months, roughly late spring through early fall, are usually best, because coatings need dry wood and mild temperatures to cure. The product label lists the minimum temperature. Board and trim repairs depend less on the weather, so it's worth planning them early.

Often not. Snohomish County lists replacement of exterior siding, direct window replacement with no structural changes, and same-material reroofing that keeps the roof sheathing as permit-exempt, though windows must meet the state energy code. A flood hazard permit is still needed in a flood zone, and cities inside the county set their own rules.

Not always. Washington's residential code requires a water-resistive barrier behind siding and a way for water that gets in to drain out, but says that drainage doesn't have to mean an air gap behind lap or panel siding made of plywood, engineered wood, hardboard or fiber cement. The water-resistive barrier is still required on exterior walls.

Usually not. Washington's energy code exempts a roof recover, meaning a new covering installed over the existing roof, and work that doesn't expose the roof cavity. But if a reroof exposes the sheathing or insulation on a roof with no insulation in the cavity, insulation must be added either above or below the sheathing.

Washington's residential code says fiber-cement lap siding up to 12 inches wide must meet ASTM C1186 Type A, Grade II or better, overlap at least 1-1/4 inches, and follow the manufacturer's installation instructions, with fastener heads exposed or concealed as the code table or manufacturer allows. A water-resistive barrier is still required behind it.

Under Washington's 2021 residential code, stairs with four or more risers need a handrail on at least one side, and open sides more than 30 inches above grade need guards. Exterior stairs need a light at the top landing, and at the bottom when leading to a basement, powered by house wiring. Landings must be at least 36 inches deep.
