Washington's Department of Commerce says anyone doing renovation, repair or painting work on pre-1978 homes or child-occupied facilities needs RRP (Renovation, Repair and Painting) certification. Under EPA's rule, minor jobs disturbing 6 square feet or less of paint per room inside, or 20 square feet or less outside, are exempt, but window replacement is always covered.

No, clean it first. The USDA Forest Products Laboratory's test: a drop of household bleach usually lightens mildew within 1 to 2 minutes, while dirt stays dark. Remove it with a commercial cleaner or 1 part bleach to 3 to 5 parts warm water plus powdered detergent, never ammonia. Rinse, let it dry, then refinish with a finish containing mildewcide.
