Usually, yes. Washington law (RCW 49.26.013) requires a good faith asbestos inspection by an accredited inspector before a remodel that could disturb asbestos, unless the owner assumes it is present and takes full precautions. Puget Sound Clean Air Agency says to check regardless of the home's age, though owners living in a single-family house may survey it themselves.

A signed "Notice to Customer" disclosure. Under RCW 18.27.114, a contractor must give it to you before starting any job of $1,000 or more on a home with four or fewer units. It warns that unpaid suppliers or subcontractors can lien your property, explains that you may withhold retainage, and says you can request lien release documents.

Yes, if the remodel needs a permit. Washington's residential code (WAC 51-51-0314) then requires the whole home to have smoke alarms as if it were new: in each bedroom, outside sleeping areas and on every story, including basements. Exterior-only work like roofing, siding, windows or decks is exempt, as are plumbing, electrical or mechanical-only jobs.

Yes, for the parts you change. Under WAC 51-11R-50300, altered portions of a home must meet new-construction energy rules, while untouched areas can stay as they are. Wall cavities opened during the work can instead be filled to at least R-15 in 2x4 walls or R-21 in 2x6 walls, and new heating, duct and lighting systems must comply.

Yes. Under Snohomish County Code, a remodel or addition costing 50 percent or more of the structure's market value before construction is a "substantial improvement," and the entire house must then meet flood-resistant construction rules (IRC Section R322). The county adds up all improvements made since March 15, 1984, and floodplain work may also need a Flood Hazard permit.
